foreclosures . This assessment was established by the approval of a 1999 proxy ballot . In Article III , Section 3 of the CCR By-Laws , it specifically states “… The Dues shall be increased pro rata by an amount equal to the dues revenue lost as a result of the surrender of Member Certificates for which such adjustment has not previously been made …” On the 2018 proxy , the membership approved to add the following language to this Section :
“… For the avoidance of doubt , the purpose of the pro rata annual increase to the General Assessment is to cover ( on a cumulative basis ) the cumulative loss of revenue that would otherwise result from certificates that are
surrendered .” The Surrendered Certificate Assessment is calculated using a total of 2006 certificates as outlined in the By-Laws . Currently , the CCR membership certificate count is 1,463 , which is a difference of 543 certificates . The Surrendered Certificate Assessment is billed out using this calculation : $ 492.21 Membership Dues + $ 70.00 Capital Assessment = $ 562.21 $ 562.21 x 543 Total Surrendered Certificates = $ 305,280.03 $ 305,280.03 ÷ 1,463 current membership certificates = $ 208.67 • Ranch Insurance Assessment ($ 48.64 ):
This is the portion of the dues that repays the association the amount of insurance ( not including grooming insurance and health insurance for employees ) that was expensed in the current operating year . ( 2020 Insurance Expenses are billed in the 2021 Annual Assessments ). $ 71,157.25 ÷ 1,463 membership certificates = $ 48.64 . • Ranch Tax Assessment ($ 8.41 ):
This portion of the dues repays the association the amount of real property taxes for property owned by CCR that was expensed in the current operating year . ( 2020 Tax Expenses are billed in the 2021 Annual Dues ). $ 12,292.39 ÷ 1,463 membership certificates = $ 8.41 . • Gypsy Moth Assessment ($ 80.00 ):
This amount of the assessments goes directly to the Resource Fund to combat the Gypsy Moth Caterpillars . This assessment was approved on the 2020 Proxy for up to three years ( 2021 , 2022 and 2023 ).

December CCR Shooters Corner
By the time you read this the firearms deer season will be over and everyone will be turning their attention to the upcoming muzzleloader and late doe seasons around the Ranch . The archery season will be back in full swing as will the upland bird season resumption . As colder weather descends upon us , we expect to see the coyote and varmint hunters take to the field to help protect our valuable deer populations this winter . Don ’ t forget to check your zero on that favorite predator gun before hitting the field . Those archery hunters brave enough to fearlessly stand up to the colder temps of December will get a second chance at sticking a big buck before the new year arrives . Good luck to all you late season hunters .
We would like to take time to thank all those Ranch volunteers that offered their time at the Shooting Range during sight-in days . Thanks for all your help and advice for our members . Thanks to the Ranch for providing the Hi-Visibility targets for our members and their support with refreshments and sandwiches on both days .
