What Does Your Annual Statement of Assessments Mean ?
This year ’ s annual assessment will be billed out at the end of December . The total of all assessments for 2022 is currently calculated to be $ 927.15 . If you are wondering how everything is computed , here is your answer . The six assessments per membership certificate have specific purposes to fund different operations of CCR . They are as follows :
• Membership Dues ($ 497.24 ): This is the main assessment that funds the Operating Fund . In 2021 , it was billed out for $ 492.21 . This year the amount will be $ 497.24 . This portion of the assessments was increased by approval of the Board of Directors by this year ’ s calculated Consumer Price Index , better known as CPI . This year ’ s CPI increase was 1.02 %. $ 492.21 x 1.02 % = $ 5.03 $ 492.21 + $ 5.03 = $ 497.24
• Capital Assessment ($ 105.00 ): This amount is the portion of dues that goes directly to help fund the Capital Fund . This was set at $ 5.00 on the 1992 Proxy , increased to $ 35.00 on the 1994 Proxy , increased to $ 70.00 per certificate on the 2011 Proxy , and then in 2021 was approved to increase this amount by $ 35.00 in 2022 , 2023 , 2024 and 2025 . Therefore , this Capital Assessment has been increased to $ 105.00 in 2022 , compared to $ 70.00 in 2021 .
• Surrender Cert . Assessment ($ 242.00 ): This is the amount based on the number of certificates that have been surrendered via consolidation to the association or by foreclosures . This assessment was established by the approval of a 1999 proxy ballot . In Article III , Section 3 of the CCR By-Laws , it specifically states “… The Dues shall be increased pro rata by an amount equal to the dues revenue lost as a result of the surrender of Member Certificates for which such adjustment has not previously been made …” On the 2018 proxy , the membership approved to add the following language to this Section :
“… For the avoidance of doubt , the purpose of the pro rata annual increase to the General Assessment is to cover ( on a cumulative basis ) the cumulative loss of revenue that would otherwise result from certificates that are surrendered .” The Surrendered Certificate Assessment is calculated using a total of 2006 certificates as outlined in the By-Laws . Currently , the CCR membership certificate count is 1,431 , which is a difference of 575 certificates .

The Surrendered Certificate Assessment is billed out using this calculation : $ 497.24 Membership Dues + $ 105.00 Capital Assessment = $ 602.24 $ 602.24 x 575 Total Surrendered Certificates = $ 346,288.00 $ 346,288.00 ÷ 1,431 current membership certificates = $ 242.00
• Ranch Insurance Assessment ($ 50.85 ): This is the portion of the dues that repays the association the amount of insurance ( not including grooming insurance and health insurance for employees ) that was expensed in the current operating year . ( 2021 Insurance Expenses are billed in the 2022 Annual Assessments ). $ 72,760.49 ÷ 1,431 membership certificates = $ 50.85 .
NEW VEHICLE STICKERS FOR MEMBERS

Starting January 1 , 2022 , CCR ’ s member vehicle stickers will no longer be permanent . We will be shifting away from the annual tabs and moving back to an annually issued sticker . This year ’ s upcoming color will be hunter ’ s orange . You may be asked to confirm your license plate number prior to the stickers being issue . Additionally , if it is the first time registering your vehicle , you will still be required to show proof of ownership via the registration . These stickers will be placed on the front and back windows on the bottom left corner as they have in the past . These stickers will be issued to a license plate and will be specific to that vehicle . The primary reason CCR is moving to this type of sticker is to save on expenses . These stickers will be an annual cost saving of about $ 2,500 each year .
These orange-colored stickers are the only way to cross Wilson Bridge into the hunting area . If you see a vehicle without the orange sticker , that vehicle is not permitted in the hunting area .
