be approved if found that such exchange is in the best interest of the Ranch .
A . Per Article VI , Section 10 ( a ) of the CCR By-Laws , the Board of Directors has established the following procedures for the sale of a Ranch-owned lot :
1 . A member submits a request to the Board of Directors to purchase a specific Ranch-owned lot .
2 . The Administrative Office will notify all adjoining lot owners ( corner lot owners do not apply ) via a letter to their last known mailing address stating that a sale is pending , and they may submit a sealed bid on said lot no later than 30 days from the date of the letter .
3 . The Administrative Office will notify the entire membership via the CCR News of the pending sale , and that any Member may submit a sealed bid on said lot no later than 30 days from the date of the notification .
4 . Upon opening of the sealed bids , provided no sale shall be for less than the appraised value of the Ranchowned lot , the highest bid shall be accepted . When there are two or more bidders , the highest CASH offer shall be accepted , and the Association will NOT accept trade of lot ( s ).
5 . The highest bid shall be offered to the Member or Members owning adjoining parcels of land consisting of one or more lots which have been improved by the construction of a dwelling thereon . If said member declines to match this bid , then to the Member or Members owning adjoining unimproved lot ( s ). If said member declines to match this bid , then to any other Member or Members . Motion by V . Kaszonyi , supported by R . Delecki to accept Policy and Procedure # 601 as presented . Motion Passed 9-0 . Second Reading slated for October 24 , 2020 .

Appraisal Values
• B . Rogers reviewed current Policy # 507 regarding Ranch Lot Appraisal Values . It states the minimum appraised value of ranch owned lots is $ 2,000.00 and this amount shall be reevaluated September of each year . Based on the sale price of individual member-owned lots this past year , he is recommending a reduced minimum price . B . Rogers requested to have Policy # 507 reduced to from $ 2,000.00 to $ 1,750.00 . Motion by M . Ames , supported by V . Kaszonyi to change Policies and Procedures # 507 to : “ Effective January 1 , 2021 , the minimum appraised value of ranch owned lots is $ 1,750.00 . The minimum appraised value shall be reevaluated September of each year . First Reading Approved 8-1 . T . Chambers voting No . Second Reading slated for October 24 , 2020 .
6 Items from Members 1 . COVID-19 Nonpayment of Assessments .
• B . Rogers stated a member reached out to him asking about his membership account being delinquent due to COVID-19 . He asked about the foreclosure process and if he could suspend his account for over the next year . B . Rogers informed the member that our By-Laws do not allow for a member to take a so called “ leave of absence ” and that we are unable to remove the 1.5 % interest as that is part of the By-Laws as well . B . Rogers stated CCR may be able to prolong the foreclosure process if he plans on making payments to us . B . Rogers will follow up with the member .
